Street photography is an interesting genre. You do not need to wait for a specific time like the golden hour to take street photos. Just walk onto the street, take your camera out and press the shutter. Anything can be a street photo.
You need patience, observation, and experience to predict what will happen on the street in the next moment, and be ready to capture it!
After years of shooting on the street with thousands of photos, I prefer those photos with people as part of the elements. It is easier to tell a story from the street photos with people. And people simply make the street photos more lively.
